iDock C20 using Samsung Frame as 4K monitor only has 30 Hertz refresh (should be 60 Hertz)

I have the iDock C20, using Samsung Frame TV as monitor. I was working with my previous hub as a 4K 60 Hertz monitor, so I know this works with my newer model Mac laptops. However, connecting the C20 with a new HDMI 2.1 cable results in max 30 Hertz refresh rate.

This is unusable, and I will need to return the C20 if I can’t resolve. Any ideas welcome.
